Range training should be frequent, fun and realistic. If the range training fails in any of these then you are doing it wrong. Officers should look forward to going to the range because the rangemasters should make the training interesting and challenging but without making the officers feel bad or have to endlessly go over and over the same material.
Once officers have learned basic range safety, reasonable firearms handling skills and achieved basic firearms proficiency, it is time to move to more advanced training. Officers should shoot at targets other than just paper tacked to a board. There are companies that make three dimensional foam mannequin targets. It shows perfectly that a hit on the "edge" is not a hit that will bring down the suspect. They also show how to shoot at people from the side, the back, the top and other angles.
The rangemaster can use an old tee shirt and pair of pants filled with balloons to simulate a body if you don't have the money for 3-D foam targets. Then the shooter has to shoot the target and pop some of the balloons to bring down the suspect. It makes the range more interesting and provides some degree of immediate feedback to to the shooter. It's cheap, clean and easy to do and you can use cadets or others to help with the balloon work; that's what the SGT Says.
