Agencies need to look to expand or create reserve officer programs. Agencies should have at least as many reserve officers as they have regular officers. In the event of an emergency, reserves can respond and double the size of your regular staff. Reserve officers should have the same screening as the regulars but only need about two thirds as much training.
Reserves should be given a generous uniform maintenance and equipment allowance every year. They should have the ability to work paid details occasionally, but should not be paid for their training, regular patrol or even every special events. They should be issued guns, ammo, holsters and some of their other equipment.
The reserves should run their own organization with the assistance of the regular staff. They should train monthly and qualify on the range as often as the regular police. They can work patrol with regular officers and assist with special events security at high school football games and other occasions. They are much cheaper than regular officers but are no replacement for regular officers; that's what the SGT Says.
