A woman is spray painting a sign inside a subway. Two police approach her and arrest her. One of them puts the handcuffs on her and the other one talks to her and the other people at the scene. The suspect keeps asking why she is being arrested.
When making an arrest, tell the suspect, "You are under arrest for XYZ." That establishes your authority, and they are required to legally submit to you. When handcuffing a suspect, make sure you handcuff them on bare skin. The woman is handcuffed on one wrist over her blouse. That makes it easier for a suspect to slide off the handcuffs. When handcuffing a suspect, get both handcuffs on right away. This officer stands there with one hand cuffed and the other hand free. The suspect reaches into her bag and rummages around!
She should have had her bag removed from her shoulder, she should have been turned around to face the wall, and her second arm should have been handcuffed right away. She could have pulled a gun or knife out of that bag. An arrest, even for a simple crime can go bad very fast. Be quick, professional, decisive, and get the arrest over with; that's what the SGT Says.
