The second or third team in at an active shooter response should still head for the location of the active shooter.  Historically, officers have had to face one to four shooters.  One team facing four shooters is poor odds.  A ratio of at least five or six to one is recommended to outgun the opponent. 

After about the third or fourth team is deployed, additional responding units should begin to evacuate the wounded.  They can escort paramedics or can bring wounded out themselves. It's better if firemen bring out wounded while police provide cover.  Paramedics can set up in a secure area, so more police will be needed in the command post area. 

Officers should assist in triage and those wounded who are very badly injured may have to be left to die so that the others may be saved. One critical patient can take a lot of resources and take up paramedics who could otherwise save a number of others.  Treating the wounded is the second most important part of active shooter response; that's what the SGT Says.
